The Connection between Power and the People in the Mari, Mordovian and Chuvash ASSR in the mid-1950s – 1980s (On the Example of the Councils of Ministers of Autonomous Republics)

Introduction. This article describes the feedback between Soviet people and executive authorities of autonomous republics from mid-1950s to 1980s on example activities Councils Ministers Mari, Mordovian Chuvash Autonomous Socialist Republics. The research focuses reaction their subordinate bodies letters, received citizens. Materials Methods. study was based materials State Archive Republic Mari El, Historical Republic, Central Mordovia. In work were used content analysis, concrete historical, historical-systematic historical-comparative methods fundamental principles historical – historicism, objectivity, systemacity. Results. most common form everyday communication ASSR society submission by citizens applications, appeals petitions, which raised various issues. analysis Republics revealed problems related with consideration citizens’ appeals. criticism shortcomings in organization accounting for incoming control authorities, as well personal reception is considered. pressing issues appealed regional governments identified. Discussion Conclusions. Despite significant system complaints citizens, Ministers, central state administration republics, a whole performed number important communicative functions government society. following are basic points: 1) had opportunity solve everyday, social, economic using appeal authorities; 2) representations about concern people, so that timely action could be taken; 3) acted link “on ground” highest authorities.
